The title misleads: this is much more than a conventional reference guide. The 12 carefully written chapters examine significant issues and contemporary views of many of the basic problems in the field. Topics are approaches to the study of ethics in government, ethical dilemmas and standards for public officials, techniques for incorporating ethical considerations in policy-making, and several substantive problems--professional ethics, the ethical use of quantitative analysis, several forms of corruption, and morality in foreign policy-making. The volume assimilates most of the contemporary literature, presents a number of interesting cases, and is ideally suited as a text for upper-division or graduate courses in public administration and public policy. Although 18 separate authors are represented here, the work has been carefully planned and integrated, and the quality is consistently high. The most ambitious, useful, and probably the most expensive book on the subject, and an essential item in any collection that deals with the subject of ethics and public policy. <p>JAMES S. BOWMAN is Professor of Public Administration at Florida State University. Bowman is the contributing editor of Essentials of Management: Ethical Values, Attitudes , and Actions and Professional Dissent . He is a member of the editorial board of Public Administration Quarterly , the Review of Public Personnel Administration , and Public Productivity Review . Bowman has been a National Association of Schools of Public Affairs and Administration Faculty Fellow as well as Kellogg Foundation Fellow.</p> <p>FREDERICK A. ELLISTON was, at the time of his death in 1987, a visiting professor of philosophy at the University of Hawaii. The author of numerous books and articles, his most recent works were Moral Issues in Public Work , Whistleblowing , Conflicting Loyalities in the Workplace , and Ethics and the Legal Profession .</p>
