Coughlin (Emory Univ.) has updated this volume (1st ed., 1997) to reflect emerging issues in public health ethics, namely publication and interpretation of research findings, research integrity, and communication responsibilities of public health professionals. The book begins with a brief overview of three theoretical foundations for moral reasoning (ethical decision-making) in public health practice, based on ethical principles, casuistry and analogical reasoning, and moral rules and ideals. A practical approach to making ethical decisions in public health practice describes a process similar to the scientific method with the addition of identifying relevant ethical issues. Each of the theoretical approaches is followed by an illustrative case example. The remaining chapters focus on specific ethical issues, with cases to illustrate public health concerns and approaches. Issues include protection of privacy, informed consent in public health research, use of randomized controlled trials, intellectual property and data sharing, studies of vulnerable populations, genetic research and testing, AIDS prevention and treatment, and allocation of scarce resources. An instructor's guide, glossary of terms, and index are included along with extensive references. This book is well written, concise, and ethically sound from a Western perspective.
