Simpson and O'Shaughnessy (both Univ. of Illinois at Chicago) combined their experiences as successful candidates with their academic knowledge of elections to explain how to win office in the 21st century. Building on their earlier work, the authors discuss how to win elections in light of a fundamentally altered electoral system. Liberal suffrage laws have expanded the electorate. Early voting has transformed Election Day into an election season in which voting begins as much as a month earlier. The era of big data centralizes campaign resources and allows for the targeting of individual voters. Finally, Citizens United has eliminated many of the restrictions on campaign spending. Dealing with all of these changes, the authors offer a formula for creating volunteer intensive, participatory campaigns for public office. Their advice is excellent, but also limited by their experience. Coming from Chicago, most of their examples involve intra-party contests between machine and reform Democrats that occur in an environment in which media costs are prohibitively expensive. Much of their advice can be modified to fit other districts, but having to compete against a viable opponent from the opposite party after winning a primary significantly alters the strategic situation.
